Ramos stepped on Raul Garcia in the area, the referee did not give it and the VAR did not call for an on field review. Ramos was walking backwards, did not see the Athletic Bilbao man and accidentally stepped on Garcia. The incident also occurred well away from the ball and all of this could explain why the penalty was not given.
