The 29-year-old only made the move to the Chinese Super League in 2017, but now looks set for a swift return to European football after Dortmund agreed to fork out €20m for his services.
Witsel was part of the Belgium side that finished third at the World Cup, with the former Standard Liege man just four international caps short of a century.
The midfielder came through the ranks with 'Les Rouges', before passing through Benfica and Zenit.
Witsel has made it clear in recent months that he would not be against a return to more familiar climes should the opportunity arise and he now appears to have got his wish.
The signing will represent the next step in Dortmund's attempts to close the gap between themselves and rivals Bayern Munich.
Meanwhile, the addition of a midfielder may see Dortmund allow Julian Weigl to leave, with the 22-year-old reportedly on PSG's radar.
