The defender spent his last season on loan at Borussia Monchengladbach, after signing a four-and-a-half year deal with the Hammers in 2016.
He re-signed with West Ham despite interest from Manchester United and Manchester City.
Since Slaven Bilic's departure, along with the arrival of high profile players such as Felipe Anderson, Issa Diop, Andriy Yarmolenko and Jack Wilshere, the 19-year-old has had limited opportunities.
Oxford debuted for West Ham at the age of 16 under Bilic, becoming the club's youngest player.
He has since become an England U20 international, operating in either a centre-back or defensive midfielder position.
