Spurs boss Mauricio Pochettino is believed to be keen on strengthening his options in attack in January and according to the 'Daily Mail', he has made Turkish international Under his top target.
The 21-year-old has shone for the Serie A outfit since joining form Istanbul Basaksehir last year, though his former employers are a complicating factor in any move due to the fact they are in line to receive 20% of any future transfer.
With Roma enduring a frustrating season on the pitch, Under has been a rare bright spot, with his lively performances making him an instant fan favourite at the Stadio Olimpico.
This season he has scored four goals and laid on five more in 17 games in all competitions, seemingly doing enough to convince Pochettino that he is the perfect foil for Harry Kane.
Italian publication 'Corriere dello Sport' claims that Roma rejected Spurs' opening bid of £32m, but that isn't thought to have put off the Premier League side, with them having money to spend having failed to add a single player ot their ranks in the summer.
Arsenal, Chelsea and Bayern Munich are all understood to be keeping tabs on the 10-time Turkey international, though it appears that Spurs are leading the chase for now.
