The Baggies have only brought in Jay Rodriguez and Chinese youngster Zhang Yuning so far, with Zhang immediately being loaned to Bundesliga side Werder Bremen for two years.
'It will be determined by what players are available and what players we can afford. You're always looking for better players, you are always looking for improvement,' said Pulis.
'I think the team itself is waiting for better players to come in. We've got experienced players who have played for their countries, they want to see improvement year after year after year. That's what we're trying to do.'
The West Brom manager has also dismissed reports linking Nacer Chadli with a move away from The Hawthorns this summer. It is understood that Swansea are interested in The Baggies star man, with Gylfi Sigurdsson looking increasingly likely to leave the Welsh club this summer.
'Chadli is a West Brom player and has been for a year,' he said. 'Let's hope he is for a couple of years. We have no reason to get rid - we don't need the money.'
