The Venezuelan striker had been in negotiations with the 'Magpies' for some time as he looked for a return to the Premier League, after he was relegated last season with West Brom.
Rondon had been at the Hawthorns since 2015, in which time he managed to score 24 times in 108 appearances in the league.
Speaking to the club's official website, the forward expressed how glad he was to have completed the move.
"It's an honour to be here and I'm excited to get started with my team mates. The clubs were talking for a long time and now I'm focused on the season to help my team mates to get the points to do well this season," Rondon said.
"It's one of the biggest clubs in the Premier League and I knew about the interest of the gaffer, so I'm happy to be here."
Newcastle were looking for a replacement after mercurial talent Aleksandar Mitrovic departed the club for Fulham, and the team's manager Rafa Benitez shared his happiness in welcoming Rondon to the team to add to the attacking threat.
"When we were looking for options up front, we knew how important experience would be. Salomón has been in the Premier League for a while and he knows how demanding it is," the Spaniard said.
The striker could make his debut against Tottenham Hotspur on the opening weekend of the Premier League season.
