The two players have both had incredible seasons at their respective clubs but it was Salah who was given the nod at the awards ceremony on Sunday.
The Egyptian has scored 31 Premier League goals in 33 appearances in what has been an outstanding debut campaign for Salah since making the switch to Liverpool from Roma in the summer.
To win, he had to beat rival nominations De Bruyne, David De Gea, Harry Kane, Leroy Sane and David Silva with City having three players on the list after claiming the league in runaway fashion.
However, Salah has been awarded not only for his goal contribution to the 'Reds' season but for his selfless team play, providing ten assists as Liverpool look a likely bet to finish in the Champions League qualification places for the second year in a row.
De Bruyne finished in the runners-up position whilst Kane rounded off the top three.
