The 22-year-old joined City in the summer of 2013 and has since had loan spells at Celtic, Galatasaray and Sunderland.
Although the Belgian international has not made a first-team appearance for City, he has acquired Champions League experience with Celtic and Galatasaray, where he won the Turkish Cup in 2015-2016.
Denayer chose a move back to Turkey amidst interest from another former side, Celtic.
During his spell in Scotland, the centre-back was named PFA Young Player of the Year as he helped Celtic to secure a league and cup double.
Denayer's loan move means that if Eliaquim Mangala leaves before the end of the window, Pep Guardiola will be left with just three centre-backs - Vincent Kompany, John Stones and Nicholas Otamendi, with just youngster Tosin Adarabioyo as cover.
