The 28-year-old was involved in more goals than any other player in the Championship last season as he scored 16 and laid on a further 11 and he now teams up with Frank Lampard at Pride Park.
No details over the dee have been revealed but Ipswich are believed to have netted in the region of £5m for the striker.
A host of clubs had been linked with moves for the former Sunderland and Ranger star this summer, including Sheffield United and Middlesbrough and Lampard was understandably delighted to have beaten off the competition.
He has been sought after all summer and we've managed to bring him here, which is fantastic," Lampard told the club's official website.
"We sold the club to him and, importantly, he wanted to come here and that's the sort of player that I want in the squad.
"Martyn has many great qualities and he has been pretty prolific over the last few years in front of goal.
"He is a real all-round striker and last year we saw not only could he score goals in the Championship but create them as well."
Waghorn becomes Derby's seventh signing of a busy summer.
