The midfielder is out of favour at Burnley though has managed to keep his place in the Ireland side due to a lack of alternatives.
Hendrick, 26, has not scored for his national team in over two years and has done little to show why he deserves a place in the side.
O'Neill remarked: "Jeff has not reached the heights that he did with us a couple of seasons ago and, at this minute, he's lost his place at Burnley.
"I think players have to question themselves occasionally, particularly the ones who are not playing regularly for their clubs.
"I still think Jeff can and should do better for us in the middle of the field, which I feel is his proper position.
"He plays in the hole for Burnley, but when you play in that hole you've got to be able to create, you've got to be able to score a few goals.
"'So I think there's more to offer from Jeff and I think he's shown that in the past for us, particularly at the Euros."
