The 18-year-old appeared on Ian Wright's upcoming 'Out of Their Skin' documentary, which focussed on racial abuse received by footballers.
He believes that the football authorities need to do more than give offenders a "light slap on the wrist".
He told 'ITV': "The last time it happened... Spartak Moscow. They banned part of the stadium which no one was sitting in anyway.
"They need to give them better punishments because it's just going to keep happening if they give them a light slap on the wrist
Brewster is continuing his rehabilitation from the ankle ligament damage he suffered in January.
He is in line to return to first-team training as he chases his senior debut at Liverpool after signing a five-year deal in July.
