Berbatov was in the team when Tottenham last won a title, scoring in a 2-1 win over London rivals Chelsea in the 2008 League Cup final.
However, the Londoners have seldom come close to matching that feat with further silverware since.
Spurs reached the semi-finals of last season's FA Cup, only to be beaten by another of Berbatov's former clubs in the shape of Manchester United and the Bulgarian believes it is time for Tottenham to start winning.
"It's about time they win something" he told the 'Daily Express'. "I've said this before, they have everything they need.
"A new training ground, the new stadium, a great boss, a great team.
"The only thing they're missing is something to show for it.
"When they get that winning mentality, then they'll have more hunger for the bigger titles."
Berbatov was a fan favourite at White Hart Lane after scoring 46 goals in 102 appearances for Tottenham before making a £30.75m move to Manchester United in 2008.
