The Portuguese, who faces his country's national team on Monday night, believes that the technology has been introduced without anyone fully understanding the procedure.
Speaking ahead of the final game in Group B for him and his team, the former Man Utd assistant was less than complimentary of the technology which has caused much controversy among football fans.
"It's a question of principle - nobody understands the rules," he explained.
"The game cannot move in this direction.
"We need to know who is really refereeing the game. The people deserve to know who is refereeing the game when they sit in their stands"
The coach also accused VAR of taking the game away from the fans, having seen the confusion that is created among those present in the stadium while the review process is being carried out between the on-field official and the VAR team sitting in Moscow.
Iran go in to the game knowing that they need a win against the European champions to progress to the last 16 of the World Cup, something that the nation has never achieved before.
Queiroz believes that the match will be his team´s toughest of the competition so far, having already played Iran and Spain in their first two group matches, with a win and defeat respectively.
