In a particularly disappointing birthday present, Robson-Kanu found out that he will not be travelling to California with the Wales squad.
The 28-year-old is a surprising omission given his legendary status in Welsh football after producing a spectacular goal in their Euro 2016 quarter-final win over Belgium.
Giggs will also be without a couple of key attacking options, as Real Madrid's forward Gareth Bale will be facing up against Liverpool's Ben Woodburn in the Champions League final in Kiev on Saturday.
In cutting the squad down from 32 men to 23, Giggs has also left defenders Adam Matthews and Joe Rodon, striker Marley Watkins out in the cold.
The full Wales 23-man squad is listed below:
Goalkeepers: Wayne Hennessey (Crystal Palace), Chris Maxwell (Preston), Adam Davies (Barnsley)
Defenders: Ashley Williams (Everton), Ben Davies (Spurs), Chris Gunter (Reading), Tom Lockyer (Bristol Rovers), Declan John (Rangers), Connor Roberts (Swansea), Chris Mepham (Brentford), Jazz Richards (Cardiff)
Midfielders: Lee Evans (Sheffield United), Joe Ledley (Derby), Andy King (Leicester), Aaron Ramsey (Arsenal), Harry Wilson (Liverpool), Matt Smith (Man City)
Forwards: Ryan Hedges (Barnsley), Sam Vokes (Burnley), Tom Bradshaw (Barnsley), David Brooks (Sheffield United), Tom Lawrence (Derby), George Thomas (Leicester)
