City eased to victor thanks to goals from John Stones, Raheem Sterling and Brahim Diaz and Guardiola insisted that it was the best game his team have played under his stewardship.
"OK, it is pre-season, but we didn't have a performance last season of that quality and intensity," he explained.
His opposite number Mauricio Pochettino admitted that Tottenham were some way behind their rivals in the transfer market but insisted that the club were working hard behind the scenes to fix that.
"They have invested more money than us and you can see we have a lot of young players on the bench," explained the Argentine, who is yet to sign a single player this summer.
"We are a little bit behind but we are working hard to try to sign players that will help us, bring us some new energy and make our team more competitive."
The win means City end their ICC campaign having beaten Spurs and Real Madrid and lost just once, albeit to bitter rivals Manchester United. Spurs meanwhile recorded just one win, against PSG, having also lost to Italian side Roma.
