If the two sides draw on Thursday evening, they will have the same number of points, goal difference and goals scored.
It means top spot would be decided by who has received the fewest number of cards.
At the moment, Gareth Southgate's side edge the head-to-head with just two yellows, one less than Belgium's three.
Obviously, if either side went out and won, they would top the group without requiring any of FIFA's tiebreakers.
