Everton fans were left outraged after the full-back was not give a red card for the extremely high challenge on winger, Theo Walcott.
Writing in the 'Daily Mail', Clattenburg agrees that the punishment should have been more severe, but gave some insight in to why the referee in charge of the game may have been more lenient.
"Arthur Masuaku should have been sent off for his high-boot challenge which came down on the neck of Theo Walcott, for he has clearly endangered the safety of his opponent." the former referee, who officiated in the 2016 Champions League final, wrote.
"What has spared the West Ham defender a red card here is that Everton winger Walcott was not seriously injured, and referees do take that into consideration.
"With VAR, however, such doubt will be removed and all high boots which endanger opponents will result in red cards."
