The 'Young Lions' scraped through their first game against China 2-1 but provided a better showing against the Central American side.
Both sides had chances but the scoreline never looked threatened. Although, Mexico had the best of the lot when Freddie Woodman put Roberto Alvarado's strike over the crossbar in the first half.
The draw means Mexico remain top of Group A, ahead of England, due to goal difference after China and Qater's game ended level too.
Depending on the results of the final round of fixtures, where England take on Qatar while Mexico face China, the defending champions can progress to the knock-out stages if they manage to draw.
