Holland was photographed holding his training notes during a session at England's Repino training base on Thursday, with what appeared to be a starting XI written out.
The notes seemed to suggest that Manchester United striker Marcus Rashford will partner Harry Kane up front against Panama, With Ruben Loftus-Cheek coming in for the injured Dele Alli.
Rashford was forced to make do with a place on the bench for England's opening win over Tunisia after struggling with a knee injury in the build-up to the game, but he could now be set to start ahead of Sterling, who was some way short of his best in England's opener.
Meanwhile, Alli missed training on Thursday due to a thigh problem picked up in that game and could be seen listed separately from the rest of England's 22-man squad in Holland's notes.
