Dinamo Zagreb coach Zoran Mamic dismissed Arsene Wenger's suggestion that his side should be thrown out of the Champions League.
The Croatians' midfielder Arijan Ademi received a four-year ban from Uefa for testing positive for a banned substance.
But the European governing body stopped short of removing Dinamo from the competition, a decision the French manager called "surprising".
"Of course the result of first match was fair and doesn't need to be changed! Mr Wenger can wish what he wants but there are decision makers," Mamic told reporters.
"Or maybe Mr Wenger thinks he should write the law and Uefa's statute?"
Dinamo prevailed 2-1 over Wenger's men in September and on Tuesday play in the Emirates Stadium.
Arsenal must win to keep their Champions League last-16 dream alive, a similar scenario to that which Dinamo face.
"It is a surprise for me to see Arsenal so low, with only 3 points, I expected them and Bayern to lead the group," the coach admitted.
A win for the Croatians in north London would secure them at least a Europa League place, while ending the Gunners' European season early.
