Robson-Kanu decided to let his contract run out at Championship side Reading, but still has not found a new club despite impressing at Euro 2016.
Now the forward may be left out of Coleman's squad as he may not have the required fitness levels or the correct frame of mind to play international football, according to the Wales manager.
When asked if Robson-Kanu may miss out, Coleman said: "Yes, of course.
"We know what he's capable of. But I will know when they're all with us. In the training sessions and the preparation I'll know who's really on it ready [to play].
"I'll look at the players, see who's ready physically and psychologically. If I have to upset one or two it's not the first time I've done it".
After Euro 2016, the forward was linked with a number of Premier League clubs, including Hull, Crystal Palace and Everton, but rumours about the 27-year-old's future seem to have gone quiet in recent weeks.
