The 17-year-old Brazilian wonderkid has chosen to move to Bundesliga side Bayer Leverkusen, agreeing terms to move there in the summer for £17.5million.
It means numerous members of Europe's elite miss out on the young prospect, with Atletico seeing their £12m bid rejected and PSG and Man City also falling short.
Paulinho attracted interest from the continent after breaking into the first team last year, going on to win Brazil's Serie A Young Player of the Year award this campaign.
The move will be sealed in July after the forward turns 18, ending his stay at Vasco da Gama in which he scored 7 goals from 32 appearances.
