The 27 year old has just returned from a foot injury, but will not join up with Alex McLeish's squad in the upcoming international break.
Cairney, who's goal in the play off final was vital to his team's promotion to the top flight, has only been capped twice for Scotland.
Both of these appearances came in friendlies, which has led to speculation that the English-born midfielder could still end up representing the 'Three Lions'.
However Scotland manager McLeish said there was nothing behind Cairney's exclusion other than unavailability.
"We contacted Fulham and we were told he wouldn't be available. He only played 20 minutes and it's nothing sinister.
"Whenever Tom is in the squad he's integrated with the squad brilliantly. We would expect him to prolong his Scottish career."
