The fee is believed to be in the region of £4.5m.
Providing there are no late hiccups, Lens will become the Turkish side's third signing of the summer after they picked up Portuguese defender Pepe on a free transfer and snapped up Valencia's Spanish striker Alvaro Negredo.
English publication 'The Daily Mail' reports that the 'Black Cats' rejected a loan offer from Besiktas earlier in the summer but the deal has now been agreed with the Dutch international expected to sign a three-year contract.
The 29-year-old made just 25 appearances for Sunderland in all competitions after joining from Dynamo Kyiv in 2015 and he spent last season on loan at fellow Turkish side Fenerbahce, where he made 33 appearances in all competitions.
Lens was one of the players who Sunderland midfielder Darron Gibson claimed didn't want to be at the club in a recent viral video.
