Arsenal signed two players despite scouts saying "no"!

In recent seasons, Arsenal have struggled to return to their glory days which saw them become one of the best teams in Europe.
The Gunners have not played in the Champions League since the 2016-17 season despite coming close to qualifying for it on a several occasions.
Part of the reason for their slide is due to the poor decisions they have made when it comes to signings. According to 'The Athletic', Francis Cagigao, Arsenal's chief scout, who managed to sign Fabregas, Van Persie and Bellerin, advised against the arrivals of Lucas Perez and Shkodran Mustafi.
Arsenal spent a large amount of their transfer budget on those two signings, money which could have been better spent elsewhere.
Cagigao told the paper that the centre-defender was not even on the list of possible signings while Lucas Perez was analysed. However, they reached the conclusion that the Spaniard was good for a mid-table team, not for Arsenal.
While the German continues in the team and has got game time under Mikel Arteta, Lucas Perez kept on moving on loan and ended up returning to Spain, where he has managed to perform well. Perez's time in London was very disappointing and the 20 million euros spent on him proved to be a mistake.
